Between years 1997 to 2006, ARTS has created a stable framework for collaboration among the partners.

ARTS I (Nov 97 - Feb 99). The first phase was dedicated to the compilation of information, the analysis of the problems in the ARTS area and the development of proposals.

ARTS II (Nov 98 - Mar 00). The second phase was the continuation of the studies performed in the first phases and it also enclosed implementation activities mainly related with improvements of the TCC and road equipment installations.

ARTS III (Apr 00 - May 01). It was focused on: create a traffic management plan for road closure due to Winter problems, collaborate in the providing of pre-trip information, improve the RDS-TMC services, agreed and work in traffic data interchange based in Datex-Net and try to solve the problems produced by the different heavy goods vehicle traffic legislation.

ARTS MIP 2001-2006. At beginning of 2001, the DG-TREN launched the Multi-Annual Indicative Programme (MIP). It was a long term programme with the objective of stimulate a harmonised and synchronised deployment of ITS and services on the Trans-European Road Network (TERN) and contributions to converge upon national/regional planning and the overall implementation of the Information Society in the road transport field in Europe.

In the MIP period the consortium increased the number of partners. The MIP programme allowed to define some long-term activities with the objective of improving the previous collaboration and to finalise the integration of different systems and services to provide continuous non-border traffic services in the corridor.

EASYWAY 2007-2009. After the MIP TEMPO programme, between 2001 and 2006, the European Commission (EC) and the Euro-Regional Projects (ERP) have considered that it should be interesting to maintain the relation between ERPs in ITS matters, because of the usefulness of these shared experiences. In this sense, it has been proposed the EASYWAY program in order to continue the work of the ERPs within the European framework.

The EASYWAY programme stretches over a seven-year period, from 2007 until 2013.
