Abstract:
Coordinating French services (police forces & road managers mainly) in case of crisis is one of missions of CRICR SO, under zonal prefectorial authority. In order to fulfil, Cricr SO has got many tools, including 3 zonal TMPs : TRANSIT, PISO and PALOMAR.
• TRANSIT TMP
Administrative closures of the border done by the Basque Country in Spain generate several difficulties. Indeed, it leads French authorities to manage on their own territory heavy goods vehicle traffic (HGV) in direction of Spain. TRANSIT TMP is an answer to this unusual management mainly using stocking areas along the A63 motorway and the N10 road (Atlantic corridor) between Poitiers and the Biriatou border, requiring police forces and road managers services for restrictions, information and exploitation.
Until the decision of 11th may 2006 that allows circulation on principal road axes of the Basque Country during public holidays, TRANSIT TMP was upgraded every year, including the new partners, new reorganisations, new infrastructures, new areas,etc., which could participate to make a plan more efficient. Moreover, calendar, listings of communication ways (phone, fax, mail) and official procedures were approved every year by the prefectorial authorities. Due to this above decision, TRANSIT TMP with scheduled activations will change into a TMP with unusual activations for next years.
• TMP FOR WEATHER PROBLEMS (“Plan Intempéries Sud Ouest”). PISO
Weather problems lead into a specific HGV management on the road network. Under zonal prefectorial authority, PISO TMP manages HGV on national axes in south western area by vigilance activation with specific organisations (prefectorial authorities, police forces, road managers, meteorologists,...), coordination with neighbouring zones, information to HGV drivers and HGV stocking areas.
DRE Aquitaine, with Cricr SO and Cete SO assistance, edit every year an upgraded version.
In 2005, a list of actions concerning the Atlantic corridor (N10, A63, A64 motorways) between Bordeaux and Biriatou was included in PISO TMP.
• PALOMAR SUD-OUEST TMP
Summer migrations lead the traffic on the French road network to rise and reach peaks. Moreover this traffic is increasing year by year. Many consequences are issued for users: important and variable delays with big congestions on singular points of the road network amplified in case of incident under big traffic, a reduced driving comfort and weakened safety conditions. The goal of PALOMAR SUD-OUEST TMP is to improve circulation conditions for users as much as possible on the South-West area road network (Aquitaine, Limousin, Midi-Pyrénées, Poitou-Charentes).It leans on an optimization of the information channel (between partners and for users), and on alternative itineraries in order to distribute the global traffic on the network.
Cricr Sud-Ouest upgrade every year this TMP adapting (sometimes creating) organizations and measures to data traffic and new infrastructures.
