Abstract:
Experiences learn that developing a Traffic Management Plan is a time consuming, very difficult process. Due to different complex arrangements between authorities and organizations involved and due to differences in approach and attitude of all relevant parties, this already appears to be a challenge in a national context, and thus even more so in an international context, because on an international level cultural differences and difference in language can be added. But the benefits for the road user make international Traffic Management Plans a necessary feature for road authorities and operators.
To avoid major problems in the development of a Traffic Management Plan some basic guidelines are applicable; for national as well as international plans. The Dutch Handbook “Sustainable Traffic Management” bundled these guidelines and applied them to at least 40 national projects with success. Now it is time to use this experience to set up Pan European guidelines.
